As a long-time real estate broker who lives in Ewa Beach, one of the questions I hear the most about the area is what is happening with the oceanfront lots in Hoakalei. If you are not familiar with the area, the developer is Haseko. The developer bought the 1,100-acre community in 1988 and sold the first homes a decade later. This is better known now as Ocean Pointe.
Hoakalei Communities in Ewa Beach
Fast-forward a bit, and the developer went on to build the Hoakalei communities. This started with the neighbor now known as Hoakalei @ Ka Makana. These were brand-new homes being built around 2011-2012. The center jewel of the communities is the Ernie Elis-designed golf course known as Hoakalei Country Club. The course spans all the Hoakalei communities at some point within the design. Shortly after the Ka Makana homes came the latest development of Hoakalei at Kipuka, a smaller gated community bordering the golf course, and Hoakalei at Kuapapa. This series was considered semi-custom, offering the first owners some customization with layout, floor plan, and interior design options. A few homes were even built with an additional “granny flat” or game room option connected to the detached garage area.
Oceanfront Lots
Boarding the water view of Hoakalei at Kuapapa, a few lots were left undeveloped. These pads have created a curiosity for many years. The now dirt lots were graded so you could see the footprint of the elevated home, but a vacant place has been left as of today. The lots are well elevated above the ocean-high watermark and across the access street from the beach park. The homes sit above Papipi Road and the One’ula Beach Park, better known by locals as Hau Bush. This is a bit of a rocky beach but a highly desirable surf spot. A good amount of money has gone into the infrastructure of the beach parks, roads, grassy areas, and restrooms. Of course, like many oceanfront beach parks, you will find tents and campers living legally and illegally.
Infrastructure and Amenities
For many years, signs have been erected about a bridge that will connect from both Papipi and Keoneula. This will eventually be incorporated into the newly built Wai Kai commercial development. Currently, the bridge is closed on both sides from the street access. Since the construction will continue in the Wai Kai, we have heard they will keep these access points closed until the development within the Wai Kai lagoon is done or relatively close. The Wai Kai now holds the LineUp surfing ranch and a few shops and restaurants, with more to come, and a private hale club for a few of the HOAs. There is talk of more shops, condos, and even a hotel/timeshare being built on the water’s edge.
Potential Impact on Property Values
This all leads back to the question about the remaining oceanfront lots. As we have heard, the last thing to be built will be the last few pads. I suspect the developer will want to finish the work in the lagoon area, which will include many years of residential and commercial construction. If the Wai Kai lagoon area is a success, it seems it will likely be, then the values of the surrounding areas should increase. This, in turn, would make the remaining oceanfront lots more desirable and certainly more valuable. Even though, as of lately, there seems to be some activity on the pads, such as landscaping, water guards, and some wood stakes, I do not believe these lots will be constructed for many years to come. These will likely be the crowning jewel of the development, consisting of the most expensive homes built as of yet.
The pads remain an unintended walking, running, and dog-walking path for the communities. This is one of the better spots around to see whales, military boats, surfers, and, of course, sunsets. Whatever is eventually built on these pads will have some fantastic oceanfront views.
