Portlock Hawaii Kai – Oahu: Do You Really Know Where It Is? What Is the Portlock Community Association?
The PORTLOCK Neighborhood
In Portlock, you will most definitely find a luxurious dream property! Located in one of the nicest neighborhoods of Oahu. Some of these homes are directly oceanfront, with crushed coral, sea walls or sandy beach fronts. It is a mixed plate of styles, with custom, modern and original 1940s homes. Most lot sizes are more than 10,000 square feet, which is exceptionally large for Oahu and Hawaii’s standards. Although there are no paved sidewalks, there is plenty of room to go for a stroll or run, take your dog for a walk or ride your bike down the street.
There are approximately 130 homes on Portlock Road. At the end of Portlock Road, you find a walking pathway that connects to the Koko Kai neighborhood. Portlock is arranged with one parcel on the mauka (mountain) side of the street and four parcels makai (ocean side). Two of those properties are on the main Portlock Road and the other two properties are directly oceanfront. Between each block of four properties, you will find a private road, so the owners can access their personal driveway. Beyond that lane is a beach/ocean access point.
Portlock is most definitely exceptional. With stunning views of Maunalua Bay, sits the immaculate centerpiece for filing the senses and the easy access to just about any ocean sport and activity that you would like to enjoy! There are beach access ways throughout the neighborhood. It is easily attainable and offers a plethora of options. Go surfing, standup paddle boarding, canoe paddling, kayaking, fishing, or just simply relax. Portlock Beach is a perfect place to chill, or take a peaceful stroll. Check out Hui Nalu as they stroke their way across the bay or watch a magnificent sunset.
PORTLOCK & Portlock Community Association (PCA)
Portlock has their own Community Association. I recently spoke with Alan Van Zee, President of the Portlock Community Association, PCA (and President of the Hawaii Mortgage Company, Inc.), and he shared with me the following list:
The Portlock Community Association was established in 1946. The mission of the organization is as follows:
- To provide a unified organization to benefit the community.
- To encourage friendship among the members and to assist in the establishment of community functions, whether these are social or business in nature.
- To enhance neighborhood security and promote emergency preparedness through regular communications.
- To serve as a resource for issues relating to private property matters.
- To promote compliance with the provisions of the Declaration of Protective Provisions (DPP), a restrictive covenant running with former Bishop Estate land now owned in fee simple by members and other residents.
- Membership is open to all property owners on Portlock Road.
- Annual dues of $120. They are voluntary, and not mandatory.
Even though Portlock is right next to the Maunalua Triangle and Koko Kai neighborhoods, they have two different Community Associations.

There are a few “upper” Portlock Road addresses that fall within the MTKKCA association (even though the homes are on Portlock Road). This means they have to abide by all MTKKCA Architectural Design Requirements and Guidelines, among other things.
How do you know what association you belong to? You can look at your Declaration of Protective Provisions, which is a recorded document that you can find within your Preliminary Title Report. If you need help with this, reach out to me.
